The copies faxed to me courtesy of Carl Besson (A/2/77, '66-67') were not very clear and consequently, some letters were indistinguishable.  In such cases, I have entered a probable letter if it was partially readable. If not, there will be asterisks (*) for each letter that is unreadable. Otherwise, the transcription is verbatim. Also...I cannot re-create the DECLASSIFICATION Number stamp on the Document, so I have just entered the number.
